Overview

Between the second half of 2025 and 2026, “world model” became the hottest term in the AI industry. Google DeepMind unveiled Genie 3, which generates worlds you can walk around in real time. Yann LeCun left Meta to found the world-model startup AMI Labs and raised a seed round of more than one billion dollars, and Fei-Fei Li’s World Labs raised another billion. NVIDIA released Cosmos 3 for robotics and autonomous driving, and the Korean government launched a 34-billion-won project to build world models domestically.

Yet the term means very different things to different people. Some mean “a video generator you can steer like a game,” others “the prediction engine inside a robot’s head,” and still others “a tool that builds 3D spaces.” One person on the AMI Labs side quipped that “within six months every company will call itself a world model to get funded.”8

This document aims to sort out that confusion. It is organized as follows.

  • Chapters 1–2 cover concepts and background. Newcomers can join the conversation after reading just these.
  • Chapters 3–5 cover history, internal structure and taxonomy — for readers who want the technical skeleton.
  • Chapters 6–8 cover actual models and companies, the central debates and applications.
  • Chapter 9 lays out, from the viewpoint of video, game and content creators, what you can use now and what still doesn’t work.
  • Chapters 10–12 cover limits, the situation in Korea and indicators to watch. The appendices contain a glossary, a staged reading list and the references.
NotationSuperscript numbers in the text refer to the reference numbers in Appendix C. Performance figures and plans that companies state themselves are marked “according to the announcement,” and press reports “according to reports.” Judgments such as outlooks and interpretations that this document makes itself are labeled as such.
Chapter 1

What is a world model?

A one-sentence definition, three analogies, and the boundaries with easily confused neighbors

Key points
  • A world model is an internal simulator in an AI that predicts how the world changes when you act.
  • The crux is being “action-conditioned.” If you cannot feed in an action, it is merely a video generator.
  • The goal is not to draw pretty pictures but to produce predictions usable for planning, learning and evaluation.

A one-sentence definition

Google DeepMind defines a world model as follows: “an AI system that simulates parts of the world based on an understanding of it, so that an agent can predict how the environment will change and how its own actions will affect it.”1 A comprehensive survey in embodied AI likewise calls a world model “an internal simulator that captures the dynamics of the environment.”34 Korea’s Software Policy & Research Institute (SPRi) summarizes it as “a technology in which AI understands the structure and dynamics of the physical world and predicts future states.”25

Three elements are common to all three definitions. ① Compress and represent the current state of the world, ② predict the next state as time passes or actions are applied, and ③ use that prediction for decision-making.

Three analogies

① A person playing catch

When catching a ball, we do not solve Newton’s equations. Instead we reach out in advance with a feel that “at that speed and that angle, it will land about there.” That feel is the world model in the brain. In 1943 the psychologist Kenneth Craik proposed that organisms carry a “small-scale model” of external reality in their heads and test alternatives inside that model before acting. This is the root of the concept.50

② A novice driver and a veteran driver

A veteran who sees a ball roll out of an alley anticipates that a child will soon dash out and slows down. They ran a future that had not yet happened in their head first. That is why the autonomous-driving industry clings to world models: they allow dangerous situations that almost never occur on real roads to be experienced billions of times virtually.4

③ Practicing in a lucid dream

The 2018 paper World Models by David Ha and Jürgen Schmidhuber showed that an AI can practice driving and games inside the world model it learned — that is, “in a dream” — and then carry that skill over to the real environment.37 Dreamer 4 mining a Minecraft diamond using only video data and imagined practice, without ever playing the actual game, is an extension of the same principle.7

Easily confused neighbors

ConceptWhat it doesRelation to world models
Large language model (LLM)Predicts the next word (token)It holds abundant “knowledge in text” but was not trained to directly predict the physical consequences of actions. Whether a world model forms inside an LLM is a central debate in Chapter 7.
Video generation modelGenerates a video of a few seconds to minutes in one go from a promptIt imitates the look of the world well but usually lets the user intervene midway. It comes closer to a world model once it takes actions and continues frame by frame (e.g., Runway GWM-1 is an “autoregressive diffusion” model based on Gen-4.5).15
3D generation / reconstructionGenerates explorable 3D space from text or imagesThe space is consistent, but what happens in it over time and with actions (the dynamics) needs a separate engine. World Labs’ Marble is representative.10
Physics / game engineComputes the world with rules written by peopleAccurate and controllable, but humans must code every rule. A world model differs in that it learns the rules from data.
Digital twinVirtually replicates a specific factory or cityThere is a trend of world models serving as the “brain” of digital twins. NAVER’s Seoul World Model, which combines a generative model with real Seoul street data, is one example.24
VLA (vision-language-action model)Sees, understands instructions and outputs robot actionsA VLA is the policy that decides “what to do”; a world model is the simulator that predicts “what happens if I do it.” Training and evaluating VLAs inside world models is increasingly common.29
The most important dividing lineAn essay in Not Boring in March 2026 puts it this way. A video model learns P(xt+1 | xt), i.e., “what scene comes after this one?” A world model learns P(st+1 | st, at), i.e., “what happens to the world if I do this?” What separates the two is interactivity — the user can act and see the result in real time.35
Chapter 2

Why now?

The limits of language, the scarcity of physical data, and the flow of money

Key points
  • The view has spread that LLMs describe the world well in words but fall short for embodied AI (robots, autonomous driving).
  • Robot-learning data is tens to thousands of times scarcer than internet text and video. World models can “generate” that data.
  • Investment has surged. Funding in the world-model field grew from $1.4 billion in 2024 to $6.9 billion in 2025 (CB Insights).29

Reason 1 — The reckoning that language alone is not enough

Yann LeCun has long argued that “language is too low-bandwidth and derivative a signal to be the main learning signal, and human and animal intelligence is learned by observing the world and acting in it.”9 A four-year-old knows that a cup falls when pushed without having read a single book. A favorite analogy of LeCun’s in talks is that the amount of visual information that child has taken in is similar to, or greater than, the amount of text an LLM learns from.

This argument gained strength after 2025 not because LLMs stopped improving, but because demand grew to deploy AI in factories, on roads and in homes. To make a model that handles text well judge “if I lift this box, will the next one collapse?” a different kind of knowledge is needed.

Reason 2 — An absolute shortage of physical-world data

At the June 2026 kickoff of the Physical AI flagship project, Vice Minister Ryu Je-myung of the Ministry of Science and ICT summarized the problem this way.

“Collecting all of this in reality requires enormous cost and time, and with real data alone, adequately learning from failure cases and exceptional dangerous situations is practically impossible.”— Ryu Je-myung, Vice Minister of Science and ICT, 9 June 2026.27

World Labs likewise says physically accurate simulation data is short by “orders of magnitude” compared with internet video.11 A world model becomes both a “data factory” that fills this gap and a “practice ground” where robots can fail without getting hurt.

Reason 3 — The technology crossed a threshold

Until early 2024, interactive world models ran at around one frame per second and the world collapsed after a few seconds. In late 2024 Genie 2 held out for 10–20 seconds, and in August 2025 Genie 3 generated a consistent world in real time for several minutes at 720p and 24 frames per second.13 The moment a “demo” became “something you can try,” industry attention rushed in.

Reason 4 — The flow of money

The market reaction was big, too. After Google opened Project Genie to general paying users in January 2026, reports followed that shares of game-related companies such as Unity, Roblox and Take-Two fell sharply.3 It captured both the hope and the fear that “the way games are made could change entirely.”

World models are not a new idea. The Not Boring essay divides the history into five waves: the theoretical foundations (1990–91), proof of possibility (2018–19), human-level performance (2020–22), interaction with the real world (2023–24), and the present deployment stage.35 The timeline below follows this division and adds the latest events.

Anatomy: the parts of a world model

Compress observations, roll the future forward from actions, and plan with that future

Key points
  • Nearly all world models share the skeleton encoder → latent state → dynamics predictor → (decoder) → planning.
  • The difference is “where the prediction happens.” In pixels it is generative; in an abstract space it is latent.
  • The common secret of the latest models is a large amount of unlabeled video plus a small amount of action data.
Basic structure of a world model: an observation passes through an encoder to become a latent state; a dynamics predictor that receives memory and an action predicts the next state; and a planner uses that prediction to choose the next action, in a loop Observation xt camera · lidar · screen Encoder compress · abstract Latent state st summary of the world Dynamics predictor P(s′ | s, a) Predicted ŝt+1 imagined future Decoder → screen generative only Memory past frames · states Action at input · command · text Planner · policy scores cost · reward choose
Figure 1. The basic skeleton of a world model (this document’s diagram). The blue lines are the imagined loop of “feed in an action, see the result, choose the next action.” Latent models (JEPA and others) predict only in an abstract space with no decoder (dashed), while generative models (Genie, Sora and others) draw every step on screen.

Part 1 — The encoder: summarizing the world

A camera frame holds millions of pixels, but the information needed to make a decision is about “the cup is at the edge of the table.” The encoder compresses an observation into such a summary (the latent state). In Ha & Schmidhuber’s 2018 model a VAE played this role,37 and more recently large vision transformers do it. A good encoder discards information that is unpredictable and useless, like the fluttering of leaves, and keeps what matters, like the position and velocity of objects. LeCun’s JEPA takes exactly this “discard what you can” as a design principle.9

Part 2 — The dynamics predictor: rolling the future forward

This is the heart of a world model. It takes the current state and an action and produces the next state. Repeating this lets you “roll out” the future several seconds or minutes ahead. There are two broad implementations.

  • Autoregressive: predicts the next step one at a time, in order. It can reflect user input at every step, which favors real-time interaction. Genie 3 and GWM-1 work this way.15
  • Global difference prediction: estimates the whole future span at once. Quality is high but intervening midway is hard. It is closer to traditional video generation models.34

Recently a blend of the two, “autoregressive diffusion,” has become mainstream: a diffusion model produces high-quality frames one chunk at a time, while chunks are chained autoregressively.

Part 3 — Actions: what counts as “control”?

An action may be gamepad input (WASD, camera rotation), a robot joint command, a car’s steering, or text like “make it rain.” Genie 3’s “promptable world events” are an example of text used as an action.1 The Waymo World Model takes driving actions, road layout and language as control inputs.4

The problem is that internet video carries no label saying “which button was pressed at this moment.” Two solutions emerged. Genie 1 inferred latent actions by itself from frame changes in the video,3 while Dreamer 4 learned “action conditioning” from a small amount of action-labeled data and obtained most of its knowledge from unlabeled video.7 V-JEPA 2 also pretrained on over a million hours of video and then added under 62 hours of robot video to build an action-conditioned model (V-JEPA 2-AC).5

Part 4 — Memory: keeping the world from falling apart

When you turn around and look forward again, the building should still be there. This is “consistency,” and it is the hardest challenge for world models. Genie 2 keeps 10–20 seconds and Genie 3 about one minute of visual memory.31 Ways to extend memory compete: referencing past frames over a long span, maintaining a separate 3D representation (Gaussian splats, meshes), and retrieving and attaching external data. NAVER’s Seoul World Model kept the space coherent over hundreds of meters of movement by retrieving real street-view images and continually “re-grounding.”24

Part 5 — The decoder: to draw or not to draw

This part turns the predicted state into a screen that people can see. It is essential for uses where people must look, such as games, video and simulators, but unnecessary when a robot only needs to plan. Whether to include this part leads to the great debate of Chapter 7.

Part 6 — The planner and policy: turning imagination into action

Several candidate actions are rolled out inside the world model and the one with the best outcome is chosen (model predictive control, MPC). Alternatively, a policy is trained with reinforcement learning inside the world model and then deployed in reality. Dreamer 4 did the latter, completing a task requiring over 20,000 mouse and keyboard actions through imagined training alone.7

Four ways to represent space

What to contain the world in is also an important design choice. A 2025 embodied-AI survey divides them into four.34

Taxonomy: four maps

Four perspectives for sorting out who calls what a “world model”

Key points
  • There is no single correct taxonomy. But overlaying four maps lets you place any product.
  • The two most practical questions: “Does it generate pixels?” and “Is the output for people or for machines?”

Map 1 — Two branches: latent vs. generative

This is the most widely used distinction.4635

Latent (understanding-centered)

Compresses the world into an abstract numerical space and predicts the future only within it. It does not draw a screen.

  • Pros: efficient, ignores unnecessary detail, usable directly for planning
  • Cons: hard for people to check the result visually
  • Examples: the JEPA family (V-JEPA 2 and 2.1), Dreamer, MuZero, AMI Labs

Generative (simulation-centered)

Draws the future as actual video frames or 3D scenes. People can watch and control it.

  • Pros: interpretable, directly usable for games, video and data generation
  • Cons: computationally expensive, and plausible is easily confused with correct
  • Examples: Genie 3, Sora 2, Cosmos, GWM-1, GAIA-3, Waymo WM

Map 2 — Fei-Fei Li’s three types: renderer, simulator, planner

In June 2026, World Labs divided world models into three by output.11

TypeOutputCriterionExamples
RendererPixels people viewVisual quality (no explicit 3D understanding required)Most video generation models
SimulatorA state a program can compute with, faithful in physics and geometryDoes it obey Newton’s laws?Marble (outputs collision meshes), physics-based digital twins
PlannerActionsDoes the agent achieve its goal?V-JEPA 2-AC, Dreamer 4

World Labs argues that the simulator is the linchpin among these. The logic is that if you simulate well, rendering and planning follow, but not the reverse.11 It is worth remembering, of course, that this is the view of a company on the 3D-simulator side.

Map 3 — SPRi’s Korean taxonomy

In its May 2026 report, the Software Policy & Research Institute split models along two axes, paradigm and purpose.25

  • By paradigm: explicit (directly generates the future as images and video; highly interpretable, costly to compute) / implicit (computes only in an abstract space; efficient but hard to interpret) / simulator-based (uses existing physics engines) / hybrid (integrates several approaches, e.g., Genie 2)
  • By purpose: video generation (Genie and others) / autonomous driving (Tesla’s world model, DriveDreamer and others) / autonomous agents (Dreamer, JEPA and others)

Map 4 — Three axes of an academic survey

A 2025 survey of world models for embodied AI (Li et al.) proposed three axes: function, time and space.34

  • Function: models tied to the decisions of a specific task (decision-coupled) vs. general-purpose simulators
  • Time: sequential simulation (autoregressive) vs. global difference prediction (parallel)
  • Space: global latent vector / token sequence / spatial grid / decomposed rendering representation (see the table in Chapter 4)
A practical testWhen you see a new “world model” announcement, check five things. ① Does it take actions as input? ② Is it real time? ③ How many minutes does consistency hold? ④ Is the output pixels, 3D, or states and actions? ⑤ Is there evidence it was actually used to train a robot or agent? Filling in these five boxes separates marketing copy from substance. (This document’s own summary)

Google DeepMindGenie 3 · Project Genie · SIMA 2

Genie 3 (Aug 2025) generates explorable worlds in real time from a text prompt. It runs at 720p and 24 frames per second, supports several minutes of interaction and keeps about one minute of visual memory. The physics is learned, not coded. It supports “promptable world events” that change the weather or introduce objects and characters, and it was also tested with a SIMA agent pursuing goals inside worlds Genie 3 created. The officially stated limits are a restricted action space, interaction among multiple agents, accurate reproduction of real geography, text rendering and a duration of only a few minutes.1

Project Genie (29 Jan 2026) is a consumer prototype that bundles Genie 3, Nano Banana Pro and Gemini. It opened to AI Ultra subscribers in the US (18 and over), offering world sketching, exploration and remixing, with generation limited to 60 seconds.2

The lineage runs from Genie 1 (2024, 2D, about 1 frame per second) to Genie 2 (Dec 2024, 3D, 10–20 seconds, 360p) to Genie 3.3 Genie 3 also became the basis of the Waymo World Model.4

It posted top-level results in action understanding (Something-Something v2, 77.3%) and action anticipation (Epic-Kitchens-100 recall@5, 39.7), and V-JEPA 2-AC, built with under 62 hours of robot video, performed picking and placing with a Franka robot arm in unseen environments in two different labs (planning from a goal image).5

V-JEPA 2.1 (Mar 2026) improved fine-grained features with a “dense predictive loss” that gives a learning signal to both visible and masked tokens, and reported an improvement of nearly 20 points in robotic grasping.6

Cosmos (Jan 2025, CES) is an open “world foundation model” platform for robotics and autonomous-driving developers.14 Cosmos 3 (31 May 2026, GTC Taipei) merged visual reasoning, world generation and action prediction into one system. It understands and generates text, images, video, sound and actions, using a “mixture of transformers (MoT)” that pairs a reasoning transformer with a generative one.12 According to the technical report it comes in three sizes — Edge (4B), Nano (16B) and Super (64B) — and at release claimed top-tier results among open-source image and video generation and in robot-policy evaluation (RoboArena).13 Korean companies such as Samsung, LG and Doosan are also listed as development partners.12

The 2024 Sora technical report was titled Video generation models as world simulators, and OpenAI has positioned video generation as a path to world models.39 Sora 2 (Sep 2025) claimed to model even “failure” physically — a basketball that misses bounces off the backboard.17

But in March 2026 OpenAI announced the shutdown of the Sora app, and it closed on 26 April. The burden of computing resources was reported as the reason, and the Sora team turned to “world-simulation research for robotics that solves real physical tasks.”18 It is a symbolic event in which the paths of consumer video generation and world-model research diverged.

NAVERSeoul World Model

A paper released in March 2026, Grounding World Simulation Models in a Real-World Metropolis. Instead of imagining a fictional city, it retrieves nearby street-view images and uses them as conditions (retrieval augmentation), generating video that stays faithful to real Seoul geography and temporally consistent even over hundreds of meters of movement. It reported better results than existing video world models in Seoul, Busan and Ann Arbor in the US, and was also presented at the ICML 2026 expo.24

Chapter 7

The big debate: must you draw pixels to understand?

Three fronts around world models, and the evidence on each

Key points
  • Front 1: To understand the world must you draw it (generative), or is abstract prediction enough (latent)?
  • Front 2: Do models that make realistic video “understand” physics? Several benchmarks lean toward “no.”
  • Front 3: Is there already a world model inside LLMs? The evidence is mixed.

Front 1 — LeCun versus the generative camp

LeCun’s position is clear. Predicting every single pixel wastes the model’s capacity on “unpredictable and irrelevant entropy.” No one can predict exactly how a leaf will flutter, and there is no need to. So JEPA predicts abstract representations rather than raw pixels and concentrates on predicting the consequences of actions to “plan before acting.”9 TIME summarized that LeCun does not recognize video generators like Sora as world models.36

The other side is closer to the view that “if it can render realistically enough, that rendering is itself understanding.”46 The General Intuition side holds that pixel-level detail provides interpretability and lets people verify results with their own eyes.35 Above all, generative world models have already secured “sellable uses”: games, autonomous-driving validation and data generation.

This document’s interpretationThe 2026 trend looks more like “convergence” than a “contest.” Cosmos 3 combined a reasoning transformer (understanding) and a generative transformer (simulation) in one model,13 and Marble exports both Gaussian splats for people to see and collision meshes for physics computation.11 The field is moving toward holding both representations, depending on the use.

Front 2 — Realism is not understanding

Empirical studies have piled up on this front.

  • Physics-IQ (DeepMind and INSAIT, 2025): Testing Sora, Runway, Pika, Lumiere and others on problems in fluid dynamics, optics, solid mechanics, magnetism and thermodynamics, it found physical understanding to be “severely limited and unrelated to visual realism.” Some cases did succeed, though, leaving open the possibility that some principles can be learned from observation alone.30
  • WorldArena (Feb 2026): Evaluating embodied world models on 16 metrics, it concluded that “high visual quality does not translate into strong embodied-task ability.” In particular, the correlation between action-planning performance and visual quality was only Pearson r = 0.36.32
  • PlayWorld (Aug 2026): Testing nine interactive models including Genie 3 with AI players over long sessions, it found they maintain visible structure well but are weak at changes that should happen out of view and at persistent state changes, and that landmarks get regenerated in different positions when you return to the same place.33

Front 3 — Is there a world model inside LLMs?

Evidence for. Representative studies include one showing that a GPT trained only on Othello move records represents the state of the board internally (Othello-GPT, 2023),42 and one showing that the latitude and longitude of places and the timing of events can be read out linearly from inside LLMs (Gurnee & Tegmark).41

Evidence against. Harvard and MIT researchers (Vafa et al., ICML 2025) showed that even a model trained on planetary-orbit data that predicts trajectories very well fails to apply Newton’s law of force when adapted to a new physics task. The model, they argue, learned “task-specific heuristics” instead of the law.31 Just as Kepler’s observations led to Newton’s laws, they point out that predicting well and discovering principles are different things. Gary Marcus has likewise kept up the criticism that generative AI fails to form robust models of the world.49

“High predictive accuracy does not mean the model has the right inductive bias about the world.”— gist of Vafa, Chang, Rambachan, Mullainathan (ICML 2025)31

How to read the debate

All three fronts ultimately converge on one question: “Where will this model be used?” For making video people will watch, plausibility may suffice. But for a robot to grasp a glass or a car to brake, accuracy is required. That is why WorldArena measures “functional usefulness” separately from visual quality.32

Earth scienceForecasting weather, climate and the Earth systemGraphCast, NVIDIA Earth-2, Google flood forecasting36Partly operational

Autonomous driving: where money comes first

The reason autonomous driving leads is clear. Vast amounts of driving video already exist, real-road testing is slow and expensive, and the most important accident situations almost never occur. Waymo explains that with world models the Waymo Driver “drives billions of miles in a virtual world and learns complex scenarios.”4 Wayve said GAIA-3 cut the rejection rate of synthetic tests to one fifth.20

Robotics: a remedy for the data drought

The robotics sector attracted $40.7 billion in 2025 alone, 9% of all venture investment (CB Insights).29 World models are used in three ways: ① generating manipulation data that is hard to collect for real, ② scoring new robot policies virtually without physical hardware (“evaluating in bits, not atoms”), and ③ rolling out the outcome before the robot acts. The Korean government’s flagship project setting a target of “a 20-percentage-point improvement in robot task success rate” follows this trend.26

Games: where hope and fear coexist

Project Genie heralded “an era of generating games without coding,” but as its 60-second limit and unstable controls show, it cannot yet replace a finished game.2 The most realistic uses today are quick prototyping at the planning stage (Muse’s positioning) and training agents that play like people (General Intuition).2221

Earth science: quiet, but the oldest success

In the TIME column, Celine Herweijer, a former NASA climate scientist, argues that world models should be extended to Earth-system problems. Neural weather models already outperform physics-based forecasts on many metrics but still lag on extreme weather, and she also pointed out the limitation that states the Earth has never experienced (for example, after a collapse of Atlantic circulation) cannot be predicted.36

Chapter 9

A practical guide for creators

What you can use now, and what still has to wait, in video, advertising, games and education

Key points
  • The biggest value of world models in creative work today is “spatial consistency.” They reduce the chronic problem of video-generation AI where the background changes from shot to shot.
  • On the other hand, long takes, text and complex interactions among several characters are still weak.

How is it different from video-generation AI?

Video-generation models such as Seedance, Kling and Veo make one shot at a time. When you make several shots, even the same room differs slightly in window position or lighting, and you end up adjusting reference images and prompts repeatedly to match them. World-model tools first create a single world (a set) and then pull multiple shots out of it by moving a camera inside, which structurally reduces continuity problems.

A workflow you can use now: the “virtual backlot”

The filmmaking case introduced by World Labs follows six steps.45

  1. Generate the world — build a 3D set with consistent depth and lighting (Marble).
  2. Explore with a camera — walk around the set and frame it from several angles.
  3. Extract sources — export stills and plates for compositing.
  4. Composite characters — place AI-made characters in the environment.
  5. Animate — add movement and timing with a video-generation tool.
  6. Final edit — finish with sound design, color grading and editing.

One producer who took part in the case said, “Once the set was fixed, I could experiment freely with movement and emotion. The space gave me something solid to direct with.”45 A set made once can be reused across many episodes, which is especially advantageous for formats where the same space repeats, such as series and short dramas.

Tencent HY-World family (open)Experiments in 3D world generation, game-scene prototypesOpen source; local installation and a GPU required23

What still has to wait

  • Long continuous scenes: Genie 3’s visual memory is about one minute, and when you explore for a long time the same place is regenerated differently.133
  • Text on screen: rendering text such as signs and captions is stated as an official limitation.1
  • Interaction among several characters: complex interaction among multiple independently moving agents is still difficult.1
  • Accurate physics: scenes that must show liquids, cloth or breakage accurately, such as product advertising, still need verification.30
Check the rightsCommercial-use terms differ by tool (for example, Marble’s commercial rights differ by plan).10 It is safer to review portrait, copyright and trademark issues separately for outputs that reproduce real places or buildings or that evoke a specific game’s screen. One reason General Intuition chose to build agents rather than sell a world model was to avoid copyright conflicts with game companies.21

What to teach in the classroom

From the standpoint of directing education, world models raise the value of spatial design and camera direction over “prompt writing.” Because the world comes first and the camera moves within it, traditional directing skills such as blocking, movement lines and lens choice determine the quality of the result. A suitable exercise would be something like: “Build one set with Marble and design three shots in it that each convey a different emotion.” (This document’s suggestion)

Beware of hypeAmid the investment boom, the “world model” label is quickly becoming commonplace. When you see a new announcement, apply the test from Chapter 5 (action input, real-time capability, how long consistency lasts, output format, evidence of actual agent training), and favor benchmarks and real-world performance metrics over demo videos.

Safety and social issues

DeepMind first released Genie 3 only as a limited research preview for academics and creators,1 and opened Project Genie in stages too, taking feedback from “trusted testers from several industries.”2 As technology that reproduces real cities precisely (Seoul World Model and others) advances, privacy, security and manipulated-video issues will need to be discussed alongside it. This is an area where policy discussion still lags behind research. (This document’s judgment)

Korea: status and challenges

Government projects, corporate research and policy recommendations

Key points
  • The government is putting 34 billion won into 2026–2027 to build world models and robot foundation models domestically with an LG Electronics consortium.
  • NAVER drew attention in international academia with Seoul World Model, grounded in a real city.
  • The strengths are manufacturing and robotics sites; the weaknesses are large-scale video data and computing scale (this document’s judgment).

Companies and research

  • NAVER: Seoul World Model (Mar 2026). Grounded in real street views by retrieval augmentation, it generated coherent city video over hundreds of meters in Seoul, Busan and elsewhere.24
  • LG Electronics: Lead of the national flagship project. Also named on the list of robotics development partners for NVIDIA Cosmos 3.12
  • Samsung: Took part as an investor in AMI Labs,8 and is also named as a Cosmos 3 robotics partner.12
  • Doosan: A Cosmos 3 robotics partner.12
  • NC AI: Cited by the SPRi report as a Korean foundation-model example,25 and in September 2026 it was reported to be collaborating with LG Electronics on a humanoid national project.51

SPRi’s policy recommendations

The Software Policy & Research Institute defines world models as “core infrastructure for physical AI, autonomous driving and virtual convergence” and proposes three directions.25

  • Infrastructure: building manufacturing-specific physical datasets, developing high-fidelity virtual environments, and on-site demonstration loops
  • Technology: securing sim-to-real alignment, integrating physics-based techniques such as virtual sensors and system identification, standardization and platformization
  • Industry: fostering domain-specific world models for logistics, defense, virtual convergence and more, and a national platform integrating VLA, simulation and manufacturing data
This document’s interpretationGeneral-purpose generative world models (Genie and Cosmos class) need vast amounts of video data and computing, an area where big tech has the edge. Where Korea can make a stand is ① domain-specific world models grounded in site data, as in manufacturing and logistics, ② real-world-grounded models that hold real spatial data, like NAVER’s, and ③ world generation for creation, combined with Korea’s strengths in games, webtoons and K-content production. The government project and SPRi’s recommendations also lean toward ①.

In closing

World models are an attempt to move from a stage where “AI explains the world in words” to one where it “runs the world in its head and acts.” 2025–2026 will be recorded as the period when this idea moved from a concept in papers to products and national strategy. At the same time, the benchmarks show that the distance between plausible video and real understanding is still large.

To borrow LeCun’s words, human and animal intelligence is “learned by observing the world and acting in it.”9 The world-model race is ultimately a race over how to give machines that experience, and whether the answer will be pixels, abstract representations or a combination of both remains open.
